ImmDef 的全国合格代表项目为被美国移民及海关执法局 (ICE) 拘留的移民提供法律援助，这些移民因严重的精神障碍而无法自行辩护，因此有权获得法院指定的律师。这种在移民法庭上由法院指定律师的模式得益于Franco-Gonzalez 诉 Holder一案，这是一起集体诉讼和解案。该和解案是美国法院首次裁定一群移民有权获得政府资助的法律援助。
